In order to thoroughly implement the guiding spirit of President Xi Jinping’s congratulatory letter to the summit, promote the transformation of summit outcomes, boost regional economic transformation and upgrading, Wenzhou, under the guidance of China Association for Science and Technology and Zhejiang Association for Science and Technology, has built five innovation platforms of “one incubator, one park, one fund, one city and one center” for the summit, that is, the World Young Scientist Entrepreneurship Incubator, the World Young Scientist Entrepreneurship Park, the World Young Scientist Entrepreneurship Fund, the World Young Scientist Industrial City and the World Young Scientist Academic Center, formed an ecological system for cultivating science and technology industries from academic exchange, achievement transformation, investment incubation, industrialization to large-scale, and accelerated the implementation of scientific and technological achievements of the World Young Scientist Summit.
One incubator: Business Incubator for World Young Scientists
The Business Incubator for World Young Scientists (hereinafter referred to as the Incubator) is an important platform to undertake the implementation of the achievements of the World Young Scientist Summit (WYSS). Relying on the platforms of WYSS and the support of the Fund for World Young Scientists, the Incubator actively integrates resources of Wenzhou businessmen worldwide, venture capital institutions in the Yangtze River Delta, global scientific research institutions, and science and technology service agencies, focuses on the Internet Plus, life health, new materials and other strategic emerging industries, and provides innovation and entrepreneurship teams with an all-round, one-stop and comprehensive service platform for scientific and technological innovation and entrepreneurship activities, so as to serve the high-quality development of local economy, and make every effort to build an exemplary window of “Innovation China” in the new era. The Incubator is located in the Wenzhou National University Science Park, and the start-up area of 12,6000 square meters has been fully put into use since August 2020. So far, the Incubator has attracted 47 enterprises, including 14 high-level talent projects, and brought in 6 state-level experts (including 3 scholars of the National Thousand Talents Program, 1 scholar of the National Ten-thousand Talents Program, and 2 experts enjoying special government allowances from the State Council). The incubated enterprises achieved a total revenue of 380 million yuan in 2021 and realized an operating revenue of 230 million yuan in the first half of 2022.
One Park: Business Development Park for World Young Scientists
The Business Development Park for World Young Scientists, located in Wenzhou Higher Education Park, covers a total area of 700 mu. The first phase that covers an area of 200 mu and a construction area of 240,000 square meters has been put into use. The second phase covers an area of 500 mu, of which 81.8 mu has been constructed, mainly providing incubation and development space for the transformation of scientific research achievements of young scientists worldwide. The Park has brought in 42 leading talents in innovation and ntrepreneurship, including 9 academicians, 16 state-level leading talents such as scholars of the National Ten-thousand Talents Program and Changjiang scholars, and 17 rovincial-level leading talents. The Park has attracted the settlement of 401 scientific and echnological enterprises, including one new and specialized “little giant” supported by the Ministry of Industry and Information Technology, 30 national hightech enterprises, 41 nterprises above designated scale (above designated size), and 106 provincial-level scientific and technological enterprises. In 2021, the operating revenue reached 4.25 billion yuan, contributing a tax of over 100 million yuan.
One City: Industrial City for World Young Scientists
The Industrial City for World Young Scientists is located in Longwan District, Wenzhou, with Wenchang Maker Town as the starting area and Zhenan Sci-tech City as the core area. With a total planned construction area of about 1.23 million square meters, the project is divided into three sections, namely Zhenan Sci-tech City, Wenzhou Maker Town, and Fuchun Future Community. The first phase of the start-up area is in Wenchang Maker Town, covering a land area of about 1.01 million square meters. As planned, the start-up area makes full use of the existing water system and forms the planning pattern of “one axis and multiple centers” based on the landscape axis, building from west to east the industrial space of “Smart Bay”, “Intelligent Manufacturing Bureau” and “Intelligent Creation Valley” with “TOD Innovation Complex”, “Door of Science” and “Technology Innovation Industrial Park” as the main carriers.
One Center: Academic Center for World Young Scientists
The Academic Center for World Young Scientists, with the entire Qidu Island as its scope, covers a planned land area of more than 3,000 mu and enjoys a planned investment of 10 billion yuan. It will construct the Academic Exchange and Exhibition Center (One Core) and the Achievement Transformation Park, Scientific and Technological R&D Park and Health Education and Life Park (Three Parks), creating an important window for academic exchanges, achievement transformation and value realization for global young talents. By closely following Qidu's positioning of becoming an opening-up window, a regional development landmark, an emerging industry highland, a home for high-level talents, an example of cultural nostalgia and a sample of ecological harmony, the Academic Center will promote the entire island to become an international future science and technology island that integrates science and technology, ecology and life as well as creativity, innovation and entrepreneurship with academic exchanges as the core and the integration of industry and innovation as the characteristics.
One fund: Fund for World Young Scientists
The Fund for World Young Scientists (hereinafter referred to as the Fund) is the key to promoting the transformation of achievements of WYSS, with a total scale of 10 billion yuan. The first batch of 200 million yuan has been invested. As of August 2022, the Fund had completed the investment of 77.7 million yuan in 6 projects, driving the private investment of 138 million yuan, and helped enterprises complete equity financing of 215 million yuan, achieving a capital driving rate of 177%.
