On the morning of May 10, 2022, “Innovation China” International Science and Technology R&D Community Work Symposium was held in a combination of offline and offline ways. Luo Hui, member of the Party Leadership Group of China Association for Science and Technology, Minister of International Cooperation and Director of China Centre for International Science and Technology Exchange, attended the symposium and delivered a speech.

Four international science and technology R&D communities in Nanjing, Shenzhen, Qingdao and Ningbo introduced the pilot situation. Comrades of the Talent and Training Service Center of China Association for Science and Technology introduced the work related to international mutual recognition of engineers’ professional qualifications. Comrades of China Centre for International Science and Technology Exchange introduced the overall progress of the pilot construction of international science and technology R&D community, and relevant responsible comrades of Haizhi Office of China Association for Science and Technology put forward requirements for international R&D community to serve overseas talents who come to China for innovation and entrepreneurship. Qiu Dongxu, Vice President of China Returnees Entrepreneurship Alliance, Liu Huibo, Secretary General, Liu Yaping, CEO of Suzhou Mitai Technology Research Institute Co., Ltd., Wu Jianping, Professor of Tsinghua University, Zhang Chong, General Manager of Rays Capital, and other experts put forward suggestions on building an international special zone for science and technology and talents.

Luo Hui pointed out that the pilot work of the international R&D community has achieved initial success. The next step is to focus on serving the construction of the world’s important talent center and innovation highland, create a more open, international environment close to the international talent demand, and build an international high-end platform in key cities. It is necessary to strengthen policy research and mechanism innovation, especially give key support to international new R&D institutions, cooperate with domestic and foreign talents and scientific research institutions to build a high-level research platform, and rely on the complete industrial chain in industrial clusters to create a world-class innovation ecosystem. Meanwhile, efforts should be made to broaden the horizon of discovering talents, attach importance to establishing innovation alliances with domestic and foreign scientific and technological organizations, academic groups, professional institutions and venture capital institutions, and cooperate with top scientists, young innovative talents and international engineers. Measures should be taken to expand the degree of openness, tighten the ties of trust, enhance the effectiveness of cooperation, connect more closely with scientific and technological talents and organizations from all over the world, establish an international cooperation network, reserve innovative resources, and become an innovative community with international competitiveness and influence.

Relevant responsible persons of International Cooperation Department of China Association for Science and Technology and China Centre for International Science and Technology Exchange attended the meeting, Lin Jianbo, Party Secretary and Chairman of Wenzhou Association for Science and Technology, Zhang Xiuwei, Party Member and Vice Chairman, and relevant responsible persons of Wenzhou International R&D Community (World Young Scientist Incubator) attended the meeting online.

The international science and technology R&D community is an important part of the pilot construction of “Innovation China”. At present, the pilot projects are mainly divided into three categories: international institutional cooperative R&D community, overseas engineer R&D community and international youth entrepreneurial R&D community.
